Head of Policy, Research & Communications – OPFS (Scotland)

One Parent Families Scotland (OPFS) is the only national organisation dedicated to supporting single parents in Scotland. Guided by our values of Justice, Equity, Trust, Collaboration, and Compassion, we work to remove barriers, tackle poverty, and empower families to achieve their potential.

We are seeking a visionary and collaborative leader to drive our new strategy, shape impactful policy, and lead our external communications. In this pivotal role, you will ensure that the voices of single parents and their children influence decision-making and public discourse at the highest levels.

Key Responsibilities of Head of Policy

Strategic Leadership

  • Lead the monitoring and review of OPFS’s strategic plan.
  • Partner with the Senior Leadership Team (SLT) and CEO to set direction, manage risk, and oversee organisational improvement.
  • Represent OPFS externally and build high-impact partnerships with academic, third sector, and policy bodies.

Policy, Research & Advocacy

  • Drive policy development rooted in research and lived experience.
  • Monitor legislative developments and produce insightful analysis.
  • Design advocacy strategies to influence Scottish and UK policy on child poverty.

Communications & Public Affairs

  • Lead OPFS’s communications strategy and act as a media spokesperson.
  • Cultivate relationships with ministers, parliamentarians, civil society leaders, and influencers.
  • Increase OPFS’s public profile through compelling, consistent messaging.

Innovation & Growth

  • Embed systems for learning, impact measurement, and evidence-sharing.
  • Identify emerging trends to enhance OPFS’s reach and influence.

About You

  • Senior leadership experience in public affairs, policy, or communications.
  • Proven success in achieving policy change.
  • Exceptional communication skills, media confidence, and stakeholder engagement.
  • Strong leadership, collaboration, and talent development abilities.
