The Role
As part of the Cost Assessment Team, you will contribute to the delivery of PR24, the current price review for the water sector. This team of economists and water specialists leads the assessment of company expenditure, policy design, and long-term planning frameworks, such as Drainage and Wastewater Management Plans (DWMPs), Water Resources Management Plans (WRMPs), and environmental programmes like the Water Industry National Environment Programme (WINEP).

Your role will be pivotal in assessing how to improve value, reduce sewer flooding, enhance drought resilience, and address key water supply issues. You will be expected to:

  • Apply your technical expertise to support the cost assessment process and provide valuable advice to both internal teams and external stakeholders.
  • Lead the development of policies, procedures, and processes that ensure thorough and effective evaluation of company plans for PR29 and beyond.
  • Produce high-quality documentation, contribute to external publications, and review the work of others.
  • Undertake and critically assess data analysis to support evidence-based decision-making.
  • Work closely with key external stakeholders, including the Drinking Water Inspectorate (DWI), Environment Agency (EA), Natural Resources Wales (NRW), Defra, water companies, and other relevant bodies.
  • Collaborate across Ofwat to align efforts in areas such as asset management, operational resilience, and outcomes.
  • Manage both internal resources (including a Senior Associate) and consultant resources to ensure successful delivery of the team’s objectives.

About You
To succeed in this role, you will bring the following essential skills, experience, and knowledge:

  • Technical expertise in water sector engineering, environmental science, asset/operational management, capital programmes, or business planning.
  • Proven experience in policy development and the design and implementation of procedures and processes in the water sector.
  • Strong ability to build and maintain constructive relationships with both internal and external stakeholders, influencing and collaborating to achieve desired outcomes.
  • Highly numerate with excellent analytical and problem-solving skills, and the ability to interpret complex data to inform strategic decisions.
  • Exceptional oral and written communication skills, with the ability to explain technical concepts to both technical and non-technical audiences.
  • Experience in leading high-performing teams with an inclusive leadership style.
